Netflix targeting Rooted Android Devices due to security issues revolved around system rooted devices. Rooting is the Android equivalent of jailbreaking, a means of unlocking the operating system so you can install unapproved apps, deleted unwanted bloatware, update the OS, replace the firmware, overclock (or underclock) the processor, customize anything and so on.

There are two types of “roots” a system root and a systemless root. Normal (System) rooting requires a modification to the system partition, which causes things that run verification on the system partition (like android pay) to stop working. Systemless root avoids this issue as no modifications are made to that partition.  Netflix and other app developers are targeting those with system root. It seems like more and more app developers are taking the route that Netflix App has. Netflix App blocks those with system root and gives them the “Your device isn’t compatible with this version” upon installation.
